Memory had come lose brfore, and the problem was fixed.I will check again if the memory is in its place.I have connected a new 22 inch monitor which is working fine with other cpu, so there is no problem with the monitor.Could it be power suppy? When I turn the cpu on it beeps like this "beep- beep-beep" "beep-beep". what could that mean?

Grab a USB keyboard and plug it up to the laptop to see if it works. If it does type in windows then its hardware problem if not its a software problem.
How I check to see if this is hardware problem:
Those Beeps are a series or sequence of beep codes called Bios beep codes they usually point to Memory sticks or Keyboard. Here is a website that I use to help determine what the beeps mean. http://www.bioscentral.com/postcodes/dellbios.htm

easy to get to. Take the memory out . power up the laptop listen for beeps. It should say the system memory has been changed f1 to continue. Let it load up and test your if keyboard has issue. power down the laptop and power it back up listen for beep again.If the same thing power laptop down. Place back the memory that you took out and go to page 19 to remove keyboard.The Second piece of memory is underneath the keyboard. Remove that then power down the laptop and restart it again. Listen to beep again for change for it will get the same message that the system memory has been change let it load up and power it down and restart it again. If the keyboard doesnt work then you know its the keyboard now.

The reason with your laptop does not boot is power chord does not plug in...memory problem...operating system and corrupted hdd...
Check the power chord if properly plug to the outlet
Check the memory if you heard 3 beep or 8 beep...if you hear 3 beep...the memory is not installed properly...check and install properly...if you hear 8 beep you need to replace the memory with new one...if you hear a continuous beep...the memory...discard the memory...open the laptop then off immediately...then install the memory again...

Please go to the nearest repair center to fix the problem. Because it is very fatal and need assistance from a technician
check the new memory in all memory slot that u have. use thinner with a art paint brush just past it in the memory slots, just like cleaning them up. then place the memory about some seconds. switch it on. if doesnt work see your graphic card. or try a kingston memory. kingston memory works on almost all motherboard. some others even new, they dont work on some motherboard.
If you have had an electrical power surge.
It,s for sure that you have caused damage to the Motherboard-CPU And possibly The RAM ( Memory ) There is no fix for this. I,d suggest New Power Supply Unit. New Motherboard. You can then Try The Memory And CPU On The New Board/PSU.
You may be lucky And the memory and CPU May have survived.
It seems as if the motherboard has suffered the damage.
I,d also suggest investing in a surge protector also, once bitten twice shy.
These are few checks to carryout one after the other for troubleshooting purpose
1. The first thing check the power supply out with multimeter to make sure the power supply is outputting the required voltage especially to the motherboard otherwise it wont work.
2. If everything checks out continue to ensure that you are connect the power supply to the motherboard correctly.
3. Again, if the problems continues ensure that the the monitor is connected firmly to the motherboard, via whatever means it being connected.
4. Ensure that the cache battery on the motherboard is good again using a multimeter.
5. Secure some memory you know are working and place them within the motherboard and get it a try. Or, place the memory you are using within the working PC to see if they are working. Keep in mind that the memory modules should be compatiable, i.e. PC100 memory module within a motherboard tha use such memory.
Ok, now turn over the laptop, plug in the ac power. start up, the laptop should beep without the memory modules. Ones you have heard the beeping you can turn off the laptop, insert one memory module back, plug the ac power back, you might want to place the memory cover back in incase theres something that might damage the laptop when you turn it over again and try to start up.
at this point i suspect you should get picture, if you get picture, go ahead and place the other memory module back in, close the cover, and the problem should be fixed. drop me a comment if not.
find an old graphics card (maybe the swapmeet) and try that. When installing the devices hold cards from both ends and push in evenly. The problem is most likely installation. Count the beeps and which ones are long and short. For example: two long beeps and three short ones. Then in google lookup your bios beep codes. For example: Award beep codes There you will get a definite answer to what is ailing your machine.
