I have a 2002 Toyota RAV4 and I cannot get the key to turn in the ignition. I have tried 2 different keys and they will not turn. At first the key would turn to ACC and the radio and lights would come on but now the key will not budge and the steering is locked.

after all , one might be stuck in PANIC mode (bad switch)
car came with 2 FOBS, ever have just 1, or bad things happen.

My toyota MR2 has this feature, its done by operating the drivers door switch seven times in succession, if the car then agrees it enters a security programming mode where you can change these security settings. Ask your toyota dealer how its done on yours, they can be helpful.
You will need to try reprogramming the remote 1st, below is the complete procedure. If the reprogram doesn't restore function then you will need the dealer to test the keyless entry system, you may have a bad module or remote (only applies if both remotes don't work).
Start with the key out of the ignition, drivers door is open all others closed and drivers door is unlocked. 2. Perform these steps within 5 seconds. A. Insert the key into the ignition(Do NOT Turn) Pull key out. B. Insert the key into the ignition(Do NOT Turn) Pull key out. 3. Perform these steps within 40 seconds. A. Close then open the drivers door. B. Close then open the drivers door. C. Insert the key into the ignition(Do NOT Turn) Pull key out. 4. Perform these steps within 40 seconds. A. Close then open the drivers door. B. Close then open the drivers door. C. Close the drivers door D. Insert the key into ignition and leave it in ignition. E. Turn the ignition to ON (Do NOT Start) then back to OFF. F. Remove the key from the ignition. 5. Within 3 seconds, the power door locks should lock then unlock automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point. 6. Perform these steps within 40 seconds. A. Press the lock and unlock buttons on the remote simultaneously for 1.5 seconds. B. Immediately after letting go of the lock and unlock buttons, Press the lock button by itself and hold for 2 seconds. Within 3 seconds, the door locks should lock and then unlock once indicating successful programming. If the door locks cycle twice, repeat steps A and B in step 6 as the remote was not accepted. C. Repeat steps A and B in step 6 for each new remote. 7. Open drivers door.
1. get in the car 2. shut the door 3. place the key in the ignition 4. lock the doors, manually 5. turn the ignition to on then off...do this seven times 6. unlock the doors and try your remote
The above should program your fob into the car's memory.
try to turn steering wheel a tiny fraction when you insert ker and try to turn it ,do both at same time my echo did a similar thng and this worked for me I hope this helps
Something wrong with your Ignition key barrel,

Could be your anti-Theft System failed (including, but not limited) fuses, wirings, etc. If you have one.
or
So check the fuse boxes (one in the cabin & the other in the engine compartment).
To see if there is any burned fuses.

See in the plastic cover, a plastic fuse puller ( use it to pull the fuses) once a time & check NOT burn.
If locked in place; do these steps:
1 - Juggle it several times in a very soft & slow burst.
2 - Juggle (Shake) the steering wheel RH & LH,
several times in a very gentle & slow.
put the key in the driver's side door key hole and turn the key to unlock it. Turn the key twice in the direction to unlock, I think it's top of the key towards the front of the car. Works on my wife's car
