I an assuming that the unit was hooked up correctly, because if you missed a wire or a wire slipped out the the wire nut, this could happen. I would suggest to 1 double check the breaker and make sure it was turned on. If it was, then you will have to recheck the installation of the wiring to the oven. Yes it is possible to get a DOA unit, but is very rare. I hope this helps.

Your oven needs to be hard wired to a junction box. No plugs on a oven that pulls 30 or more amps 220v Read your install book that came with the oven.

replace the upper oven calrod element it is an easy job just unplug the range turn the range around remove the back plate loosen the element wires from the element remove the element from the front any parts supply will have your replacment part such as www.applianceparts.com

go ahead and wire the blk to blk and the red to the white as long as the data plat on the old oven say's 220 you should be ok

sounds as if perhaps there has been a thermal overload(switch) tha has gone bad, refer to part number 119 on bothe the lower and upper oven for refernce , you should have continuity trough the switches.
