Its is probably in hibernation mode. Hold the power button in for about five seconds or more until the lights go out and the restart.

SOURCE: power problem

Hi, Sorry for the delay, my own system was down
and full of gremlins with matches, so I had to re-build it.

Most power supplies have a dedicated wire in the main
mother-board connector, I believe it is green. When this
wire is grounded, the power-supply is turned on.

You can do this with a paper clip to test the power supply,
after disconnecting the supply from all other devices, including
the main board.

---

Also you can test the front panel power switch with a continuity
checker / ohm meter to see if it shorts to ground when you press
the switch.

The front switch connects to the main board, along with the
reset, speaker and other functions through a set of small
connectors near the corner of the main board.

---

you DO want to check the manuals for the mother board,
power supply and case if you still have them, other wise
google the model numbers, to make sure you have identified
the correct pins before poking around causing more damage.

If you are replacing the power supply, get a big one, such as
the Xigmatek 1000w. It is worth every penny in preventing
future headaches. Especially if you plan to use fancy
video cards for gaming, a large number of fans, or
hard drives.

Good luck,
Martin.

Try connecting the monitor to a friend's computer. If you get some sort of a display it's not the problem. When you say that the computer makes a new noise like the fans are spinning fast, you might have an issue with the video card , motherboard, or power supply.

John, pull the power cord and leave the system off for 30seconds. Then reconnect and attempt to power on the system. If it still doesn't boot then listen to hear if there are error beeps. The number of beeps indicate what the possible problem could be. You would check this is the troubleshooting section. -Ravi Shanghavi

Opitions:
1.) Your system may have an over heating problem
Make sure all your fans are running and not making excessive noise.

2.)You may be a victim of spyware/maleware infections. You will need to have your system cleaned. This should help resolve your issue.

I would recommend trying CCleaner first to see if this helps you. Please keep in mind this will not rid your system of everything just keep you a float and offer you a fighting chance.

Please keep me posted and updated on your issue. I am here for you and will see your issues out till resolved.

Have a great and wonderful day :)

Thank You

My XPS 200 keeps shutting down and power light blinks

During when does your computer shutdown? Please check the diagnostic lights at the back as well which ones have light on it during the time it would shutdown.

Since you said that the light is blinking yellow it just says that your power supply is running outside its normal operating range. So most likely you would need a change of power supply. Maybe a higher wattage would be better.

Dell XPS 200 Computer shuts off leaving blinking amber light

3 most common solutions to your problem are:
  1. Bad power supply; once it heats up will quit without warning
  2. Bad heatsink/fan; processor heats up and will lock up your Pc
  3. Bad motherboard
Try opening the machine and give the inside a thorough cleaning, paying special attention to the heatsink and fan. Once clean and you've ensured the fan is operating, put it back together and see if your problem is fixed. If not, a new power supply will likely fix your problem. Best of luck.

Is the amber light blinking? Indicates PS not operating within specs. You can look at replacing the PS (~$79-99). GL
