Sometimes you have to tell it what to boot from. It may say something at the bottom like f12 for boot options when turning it on. It could be a different function key. There is no standard for this.

u try to install a new operating sytem and u removed the cd from the drive so u need to burn with an ISO new operating system

first think I will do is try to boot up on safe mode to verify that you did'nt loose the operating system or windows due to a virus true a dvd/cd
movie or music by your dvd/cd rom. let me know if are able to acces windows true safe mode.

that is important file for the boot process and since it's missing you will need to reinstall the operating system.

the operating system must be missing some boot file, just reinstall the operating system & u will be good to go again

Try to put an operating system boot disk in your drive then turn on laptop.
When the screen says press any key to boot from cd/dvd press a key.If it is vista when you do boot from cd it will give the option in the lower right corner to repair-click on this-select repair startup option.if that fails try a re-install of your op sys.

check if new drive is installed as Slave.
Only one master drive can be on same cable
setting can be selected with contact on device back if you use a flat cable..
