There is nothing I enjoyed more than getting a service call on a refrigerator freezer. There are so few parts and the parts are easy to access. Other than a premature compressor failure, you could have gone into a site such as this, explained the problem, and have someone such as I walk you through it.

From what I read, the "L." that you see on the control panel indicated that the controls have been locked. According to the manual if you hold down the "alarm reset" button for 3 seconds the "L." will disappear allowing you to control the temperature again. I don't as of yet know what is causing your overall problem though...

Great question.
Before i can access the issue I need to ask if you have a humidity gauge in your home?
You need to check the overall moisture content in your home. Because Freezers and refrigerators create a lot of heat and have to condensate moisture they will have some water that should be evaporated by the pan under or on top of the compressor.
However, if you home has a high humidity, which may not be noticed by yourself, Freezers will condensate a large mount of water. If the freezer is in the basement or near another warm source like a furnace, hot water heater or washing machine it may make more moisture.
So check the humidity levels around your freezer for at least one week. Check it in the morning and afternoon after work lets say.
The humidity should be between 30-50%. If it is higher than this I would suggest a dehumidifier. High humidity in a house can cause wood damage , mold and other issues like excessive moisture on a freezer or older fridges.
If you find that the humidity levels are within range I might suggest that you use a small fan to circulate air around the area the freezer is in. The only other option is to replace the freezer with a new model the reduces exterior moisture.

Need a repair manual for sears coldspot chest freezer model #198715610. Need to repair compressor.

Have you checked the relay or capacitor also. Generally, they need to be checked as well. You can that manual from sears or from their website. I am assuming you know how to replace the compressor and know how to deal with the gases. This could be more than you bargained for if you aren't . I know , I made that huge mistake thinking I was able when I really didn't know much about the gases like I thought I knew. Good luck.

We are wondering what the ideal temp. range should be in the room where the freezer is.

The cooler the better, most freezers use the side walls of the unit to disipate heat generated. The unit will use less energy in a cooler enviroment. The trade off is added heat to an area that is air conditioned. Overall you will be better off inside if it is hot outside.

New freezer set on 4. Runs a lot. Could we raise setting safely.

Yes you can raise the setting if you'd like. The rule of thumb is to raise it one number and allow it to adjust for 24 hours to see a change in internal temperatures. Freezers can run more for several reasons. One is the amount of product inside- the more the merrier. More frozen food will hold the temperatures longer. Another common issue is location, my own freezer is located in the garage at my house and runs quite a bit in the summer, as the temperature outside increases the lenght and frequency of the freezer running will increase. Freezers transfer the heat they remove from inside the box to the outside of the box, so the warmer it is outside, the longer they have to run to do the job.
Also be sure to keep a good eye on this, keep a thermometer in it and make sure you are not having to turn it way up to get it to "0 f" at least, as you may have a sealed system problem. Real ice cream (not fat free or sherbert) is a great indicator of temperatures- at 0 degrees f. real ice cream is firm but scoopable, 5 below and it's pretty hard, 5 above and is't starting to get soft on the outside.

Suddenly goes to harvest cycle, #1 green led is always on. overall it is not producing enough ice.

If the freeze cycle is too short, I would check to see if the plastic grid that is under the evap plates are missing any pieces. If so, then check the check valve to the left of the water pump. It is a white round plastic piece with a triangular attachment with 3 screws in it. Remove the screws with care as it is spring loaded. Check it for pieces of the broken grid as this will cause short freeze cycles.
Let me know if this does not solve and we will go a little deeper.
