Actually this shouldn't be the program which is causing this problem, but could be corrupted files on the memory card or on the phone's memory. In most cases, it involves Virus. First, try to find if there's actual programs running in the background. Press and hold down the Menu button, you'll see all the running programs, use the up down key to move upward or download through the programs, and press "C" to terminate (end) the particular program/application. Close all the programs (some programs that are running by will never close, e.g. Standby Mode or etc.. etc.). After the programs are closed, restart the phone and try sending a text message. If this doesn't help, you better remove the memory card and try again. Scan the memory card with an updated antivirus or if possible format it after the files are backup. (don't format the memory card from your phone, but use a memory card reader or another phone).
You also need to set the Message memory location to Memory card, Open the message, select message settings and again select "Other Settings", and make the necessary changes.
If the problem persists, it's necessary to check the firmware of the phone and if possible, upgrade it or flash the handset. That'll definitely fix your problem.

i do not have a memory chip iin my phone at this time i closed all the applications and it still isnt doing
Well, then first restore the mobile to it's default settings. If it's not helpful, then Flash the Phone. That's the only solution. But I can't guarantee, if there's any hardware defect instead of software alone.

It will be good to remove the memory card and check for errors/virus Use a good antivirus to scan and clean the memory. Remove off the bad files and keep back only safe ones.
remove battery and keep away for 15 minutes, then put back memory and battery.
Now clear out all the SMS, both text and multimedia, from the phone.
If possible reset the phone to default factory settings by using the phone settings- reset factory settings- type 12345.
Once cleared the phone should work or else there can be fault in the phone software which may need the assisttance of Nokia.
