This sounds like it could very well be a failed capacitor. I would take the back off the tv and inspect the capacitors on the boards and see if any are bulged or leaking. Most likely being that its a 32" you may want to consider replacing it as it would be a wiser investment over repair. If you need further assistance please let me know.

when you plug in the tv. does the green led turn on then goes to red. turn the tv on, if the led light goes on, then the power supply is good. the problem lies with the inverter. their is a short in one of the npn transistors. check and repair the transistor or purchase an inverter board. remember, there is an "m" board and an "s" board. to find out which has failed, open the back and unplug the inverter wires cns2 and cns3 slot pin, if one or both wires spark when you plug it back then that will tell you which one to repair or purchase. hope this helps.
