Have you tried this in another PC with, say, WinXP? If it worked then it may be 1 of 2 problems:
1) Driver Issue- you may use a compatible driver and not necessarily a "Fantom" driver. WinME needs drivers for these devices unlike WinXP
2) The USB port is not giving enough power to the drive for it to run (a problem common in older PCs). I have an external USB harddisk that needs to use 2 USB ports in my old Dell laptop since 1 USB port can't supply the power it needs. The cable should have a dual-USB jack on one end, this is so you could use the power from the other USB port.

Since you've already tried different cables and computers, that eliminates a lot of things. Are there any configuration switches?
Possibly a cable or connector has come loose within the unit, particularly the edge connector that connects to the drive itself. If the unit is under warranty, try that first, espcially if you don't have important files that could be lost on the drive if you had to send it in for repair or replacement.
If you open it up, re-seat the connectors --- push them firmly into the drive PC board. If possible, remove each and put it firmly back into place. If that doesn't fix it, something is probably burned out and it is probably not something one can handle without access to factory replacement parts.

There are no drivers for this unit. It is a plug & play unit that is one of the worst Fantom has ever offered. Very unreliable and many power cord problems.
I tried for several weeks to find the drivers over the net and researched a ton before I called Fantom Tech Support. The number is posted on New Egg under the their Mfg contacts

Hi. If they check that properly that's mean that you have to replace electronic part of you hard drive. Easiest way is to buy broken one with working electronic and then replace it. This is difficult but its only way to recover your data from drive. If you are lucky you can try remove that unknown drive from system and than plug you hard drive again but to different USB port.
