How to adjust parking brake. do you need to take anything apart?

There may be a parking brake adjuster, loosen it off, see if it helps? Next, get at the rear brake assembly, if there is a star adjuster loosen it off, hopefully, that will loosen the brake pads? At the rear brake assembly, maybe you can get at the parking brake cable?
I can't see anything from here.
Safety is your responsibility, if you get brakes released, you need to make sure brakes work properly before driving, again.

Care must be taken doing this as the rear brakes shoes must be adjusted first, or you will have issues.

Next with the drums off and the parking brake fully released look at the cables under the vehicle, you will see a threaded rod for the adjustment. Move the rod until the cable barely has any slack in it. If you can not get the drums back on the car, then it is to tight.

BE VERY CAREFUL NOT TO APPLY THE NORMAL BRAKE OF PARKING BRAKE WHEN THE DRUMS ARE OFF THE VEHICLE, IT CAN MAKE THE BRAKES COME APART AND EVEN DESTROY YOUR WHEEL CYLINDERS!!!!

Put the drums back on and check it's operation.

good time to service the rear brakes seeing it all has to come apart to change the cables. chances if the cables are siezed the rear adjusters are too!!!!!!!!!

I would say one of two things happened. first maybe the parking brake shoes need adjustment. the most common that i see all the time even with newwer cars and trucks, the rear brakes are set up two ways, the type your car uses is the disc rear brakes used to stop the car and then for the parking brake it uses shoes inside the rear of the brake rotor, inside the rotor it gets very rusty and the shoes tend to rust awat from the metal mounting braket it comes on. i see this all the time, when you go to remove the rotor as you slide the rotor off the shoes fall apart and can not go back on, as along as the rotor is not removed it will stay in place, this problem would of occured anyway it would of taken a while longer and then you would of heard noise from rear wheels but it happened sooner due to removing the rotors, its not there fault but they should of called you and told you that you would need parking brake shoes but thought that you may not use the parking brake which is a bad thought in there part. maybe its just an adjustment that need to be made to the parking brake. heres a picture of the rear shoes to show you the metal bracket the shoes come apart from. another thing is that if the rotors were replaced then that explains it more as the old rotors contain rust and build up and that helped make the parking hold bettter.lets hope it just an adjustment.

theese have a "piece of junk" cam action that rusts solid in a few years. If the parking brake is depressed at the wrong time the cam will lock the parking brake shoes against the drum and take the drum and brakes shoes out. Since the drum and rotor are a one piece combo, you will have a nice repair bill. Probably need to take the unit
apart every 20K or so, clean it up and lube the cam levers. My truck had less than 20K on in when I found the cam levers rusted together so solidly that I had to hammer them
apart. I painted my parts with galvanize paint and then lubed the pivot point with anti-seize. In answer to this question of adjustment, on these trucks, there is an adjustment spool similar to those used in the standard drum brake systems. It can be
accessed from the back side of the drum cover through a plugged hole also the same as a standard drum brake system.

Brake shoe removel:

Depress and turn the retainers for the hold-down springs and pins to remove them from each shoe. Slide the brake shoe assembly--including the shoes and springs--down so you can disengage the top ends of the shoes from the cylinder and tilt them to lift them past the retaining plate.

Unhook the lower retracting spring from the front brake shoe to disconnect it. Spread the shoes apart at the bottom to remove the adjusting screw, the screw's retracting spring and the adjuster lever. Remove the front brake shoe.

Pull the parking brake cable spring back with diagonal cutting pliers, grip the cable with the pliers without cutting it, unhook the cable from the parking brake lever and remove the rear brake shoe with the lever.

Disconnect the parking brake lever from the rear shoe by spreading the retaining clip with a screwdriver and removing the clip and its spring washer.

Step 4 Pull the parking brake cable spring back with diagonal cutting pliers, grip the cable with the pliers without cutting it, unhook the cable from the parking brake lever and remove the rear brake shoe with the lever.

Step 5 Disconnect the parking brake lever from the rear shoe by spreading the retaining clip with a screwdriver and removing the clip and its spring washer.

parking brakes are adjusted at and with the rear brakes,..(drum brakes that is),.....as you adjust the rear brakes to have a slight drag as you spin tire, the parking brake is adjusted at the same time,...they work together with that one adjuster,....as you pull on the parking brake, it makes the brake shoes spread apart just as they do when you push the brake peddle,..by adjusting the rears you'll also find that the brake peddle feels better too.

The rear drum brakes:

• Have internal shoes that expand against the brake drum (1126).
• Are a single-anchor type.
• Are actuated by one rear wheel cylinder (2262).
• Have two pistons in the rear wheel cylinder (2261). One exerts force against the upper end of the primary shoe; the other exerts force against the upper end of the secondary shoe.
• Adjust rear brake shoes and linings (2200) automatically.
• Need manual brake adjustment if the adjusters are not operating properly or after the rear brake shoes and linings have been replaced.

When the brake pedal is applied, hydraulic fluid pressure forces the pistons in the rear wheel cylinder outward, moving the rear brake shoes and linings against the brake drum.
The rear drum brake system includes the parking brake mechanism. Refer to Section 206-05 .

This car has regular shoes on the back not disc. Replace shoes and adjust cable. No parking brake is a sign of worn out shoes. Regals have rear disc on them for this year.
