WHAT memory stick do i use for a DCR-PC9E

You probably need the old-style memory sticks, as this is a fairly old camera, or an adapter. See this article: http://en.wikipedia.org/wiki/Memory_Stick
Adaptors are cheap : http://www.ebay.co.uk/itm/Memory-Stick-Pro-Duo-Adapter-/251482939281?pt=UK_Photography_MemoryCardReaders_RL&hash=item3a8d8d1f91 is but one example, there are lots for sale out there or your sony shop may have one.
You may have to check to see if the camera is capable of reading and writing to a card of 4GB size, but as you have already bought it, it's worth a try.
Hope this helps.

I have a mini DV SONY DCR-PC9E PAL camcorder and i need to copy my tapes on my WINDOWS 7 Ultimate 32bit. Don't Have the Driver, and my computer is not reading the USB cable connected from the Camera to the...

I believe this camera has a firewire/iLink connector.
Using a firewire cable will allow you to not only transfer videos, but will also let popular video editing software control your camera for ease of use!

As for the driver, your camera is specific to latin america.
You might try to download this program which is a licensed sony product, but will be in spanish. It may have drivers built in, which will allow your pc to properly recognize your device in other programs.

Transfer the video from my Mini DV to PC

If you have a dvd recorder, you can hook up the cam to a recorder if it has rca jacks on the end of the cable.
Or if your handycam has a memory card slot, record straight to memory card or transfer memory to memory card, then place it in a computer with an sd memory card slot.

I have lost software of my sony dcr-pc9e. how can i get a download of it free. Also what is the best format to convert videos of sony so they don't lose audio video quality.

You can download the software and drivers free at the manufacture's website under the download or support tab. The basic NT format or 16:9 is usually the best format to use.
