Try taking out the battery and just plug in the ac adapter and see if it powers on that way. If it does use it that way for about 30 minutes then shut down. Put the battery back in, and keep it plugged in and wait about 30 minutes before you turn it on. This should refresh the battery enough to start charging.
1. Unplug AC adapter. Shutdown
2. Remove battery, Connect AC Adapter
3. Start windows7. Remove Microsoft ACPI-Compliant Control Method Battery under device manager , battery
4. Shutdown, Remove AC Adapter, Install battery, Reattach AC Adapter.
5. Power up -
Now Plugged in and Charging.

I tried that and the same problem still persists, The computer starts up with the acer screen and then just goes black.
