To have a good espresso depends from many factors, first of all is the coffe blend, the grind, then water quality, espresso maker pressure and temperature, and that is just the most important!...I think you can try with a REAL espresso blend with very thin grind, let the water flow without filter, then when the light switch on put the filter, you can also try to warm first for steam and after commute to make espresso and wait for right temperature. Finally you will obtain a discreete espresso, never as in the professional machines!...otherwise you have to invest such 2000 euros for a professional good coffe machine

If the heater is bad the machine will never reach the temperature so the light will never be on.Make sure if you open your steam knob to have some water coming out and feel if the water is warm or cold.Some machine have a thermostatic switch inside for protection..I don`t know specifically your machine but they all work about in the same way.
