If you did a factory reset ,and i wont work stll ,then you have a hardware failure
and is either a loose connection or a bad webcam that needs to be replaced ,cheap on ebay ,but then gain to be honest ,could be a lot things including a motheboard component ,

Try downloading the installing the webcam drivers from HP website.
Get onlineand got to www.google.com In the google search box type: "HPSupport" (without the quotes and put your manufacturer name before Support). Look for downloads and drivers. Enter your model number and operatingsystem when requested. Download and install the Webcam drivers.
This could be connection to webcam is loose or unplugged. Is this a USB webcam connection or onboard? If it is USB, check connection, unplug and plug it back to see if it works. Reboot your laptop might help.

Easiest way to activate the webcam I've found, is not to try hunting for the driver, etc... it's usually pre-installed for laptops or netbooks with built-in cameras, best way is to download applications like Skype with video chat, install the software, and then test using Skype. That usually works.
I have the same laptop, and i got the same problem with the camera, but see what i found. The built-in camera is located in the same piece of plastic that camera does. Then, if you open/close the laptop so many times, this seems to damage the camera connection and is like it doesnt have any camera. So when i want to use the camera, i simply push with my thumb around the camera, and run the program/chat or anything that i will use the camera. Of course, you first look at the drivers, if correct , then try the other solution i post. And theres no built in microfone. Hope it solve it.
