Your service provider will send you a settings through Service Message by which you have to Accept the settings or you can setup the settings by Manually.

I suppose you havenot got the MMs settings from your service provider.
Please call your service provider and ask for the settings. When they send it please save it to your phoneand make it as a default settings so that your phone uses this setting when you send MMS.
In settings there is an option called as ALLOW MMS RECEPTION, please put this to ON,
