Yes it looks like it, to run the C language you will need to dual boot Windows 7 and Windows XP. Or install only WIndows XP. Another idea is to install a Virtual Windows XP Operating system. Therefore XP running in a Window of Windows 7. Called virtualization.
However virtualization is not possible on this model of Intel CPU.

The processor will be limited to what the motherboard can support and it was designed for that 1.6 Ghz processor. Unfortunately it is very difficult to upgrade processors in laptop machines. I do have to ask how old this machine is. The specification indicates MegaBytes of ram and this is actually very little Ram in today's computing world. Most machines support at least 2 gigaBytes of Ram to start with.
