Well if the cell is fully charged, you should be able to touch the reset point inside the watch to reset display. If. Cell has to be replaced, theyre around $20
A bit late but... There are connections on the PCB that you need to short to ground. Top right of the screen resets the watch. Middle one resets the screen. When you have assembled the watch you can see the holes on the white plastic part.
mcdevito75 here, Best Bet, look for a small watch repair shop in your area to cahnge the battery as any pressure on the display while changeing the battery on a Casio watch will break it.
mcdevito75 here, 1 of the buttons should say MODE, press this button and see the display blinking, NOW! press the set button for each function, after each function is set press MODE to move onto the next function, when all functions are set, press MODE again to see steady display.
This sounds like a simple battery replacement. Depending on how low the battery is usually pressing the light button and the display goes dim or blank is a good indicator of this. Takes a CR1616 battery and be careful of the spring inside and make sure the seal is in the correct position. You will need to touch the AC button and the back of the battery with a pair tweezers for a couple of seconds to reset the watch. Put the case back on and set the watch thru the functions.
This reset trick works with other Casio Alarm Chrono digital watches,
such as my old Model W-720, similar to your F91-W. After the new lithium coil cell is
installed and secured with the spring clip, the watch may show random
segments in the LCD display or may simply be blank. Insert a sewing
needle, paper clip, or blade of a small jeweler's screwdriver into the
hole on the back of the movement stamped "AC" (All Clear) to
momentarily connect the gold plated contact at the bottom of the hole
to the stainless steel battery clip. The battery clip in most such
Casio watches is connected to the "+" terminal of the coin cell. This
will reset the CMOS chip and it should start up with the watch
displaying 12:00 and the date at 1-1. Then, use the control buttons to
set the time and date in the normal fashion.

On the solar charge watches, they use a chargeable Lithium battery. It is NOT an off the shelf regular battery! It is best to send the watch to the factory service rep in your area for a battery change.
In many of these models the battery is using solder contacts to the circuit board. The person changing the battery will require the original spec battery, and be equiped to do surface type soldering.
When working on this watch, the factory service will change the seals and do a pressure water resistance test. The regular corner watch service store is not equiped to do this type of testing.
Normaly, the battery in solar watches should last more than 5 years. Some are going past 10 years!
