The control chip is dead. Since the chip is on the mainboard it also must be completely replaced.
The problem is not in the price - the board and the replacement labor by a repairman will cost you less than $300 - it will be in finding the board in the first place: Protron is a no-name manufacturer that makes its tv's from separate parts that it buys from other manufacturers at the cheapest price possible, they only assemble them also the cheapest way possible; as such you can't get parts from them , they don't have any - especially if the tv is out of production for more than a year(all the warranties have expired and they no longer have to fix them). Because of that all you can do is to try to find a second hand board online or at a repair shop. Before calling a repairman make sure it can get the board at a reasonable price.

Seems remote does not work. to what is the extent of repair?

At the link below you can purchase a new remote for your exact model of TV. Its probably cheaper to buy a new remote, rather then pay a shop to repair it.

http://cgi.ebay.com/PROTRON-PLTV-3250-PLTV3250-LCD-TV-REMOTE-CONTROL-/170461032083?pt=LH_DefaultDomain_0

Generally speaking, to make sure the remote is working, Try new batteries with it.. Other then that. Its best to replace it if its not working normally.

Do i need a remote to operate tv

once you have front panel in the tv and this one shows power channel +- volumen +- menu then your tv has to work with those ones and the remote is a second option to do the same. With this i mean you tv has to respond and at least show menu when you push that button " if no signal (cable DVD VCR) plug in"
Then if the tv is dead you should try to repair or sent it to repair. and then get the remote control and it can be universal too.

Protron pltv-26 remote

I own a One-for-All universal remote (model URC-4220), and my booklet says the setup code for a Protron TV is 0178. I purchased this remote at Walmart for less than 10 dollars.
Hope this suggestion helps you out. Please take a moment
