Because there are several screws that you cannot reach, likely the best thi9ng you can do with that is use a hole saw and cut at least a 3" diameter hole about 6" from the bottom and a few (about 4") off center towards the drivers side of the latch location.
Most latches fail to work due to rust and usually working the mechanism by hand and using lots of wd40 or other decent solvent will restore operation. You will also need to secure the control rod that connects the handle to the latch as once rusted the rod generally falls off.
The inner cover is usually an easy item to locate in most scrapyards and shouldn't cost too much. If the latch is actually broken, you can find another there as well. (key tumbler is easily transferable if you need that part).
