Yes, there is a fuse. NO, there is
no way possible for the fuse to be the CAUSE of your blower not working. Yes, the fuse may be blown, but fuses do not just go around blowing themselves out to make your day miserable. If the fuse is blown, there is a reason for it. Fuses do not cause elecrical circuit failures....electrical circuit failures cause blown fuses.
Nobody can tell you what is causing your blower to not work without first DIAGNOSING your blower motor circuit. There are probably some people that would tell you to just replace the blower motor. However, I would not recommend that because "diagnosis by parts replacement" can be VERY COSTLY. You might get lucky and it will be the blower motor, then maybe not. If not, then you will be out the cost of the blower motor and still have no air.
If you check for power and ground at the blower motor electrical connector and all is well, then it is the blower motor. If you check for power and ground at the blower motor connector and either power or ground is missing, then you will have to trace the rest of the circuits to find out where the failure is.
