Your phone is in a state called bootloader, the only way to fix that is by ROM flashing,
rom flashing is hard when performed by a non-certified or non-experienced person, and it may end up your phone totally damaged,
i would suggest bringing it to a certified repair shop or from where you bought it, also a good choice is to what carrier it is provided,
still if you want to do the flashing (Rom update) please click on this link,
but be warned wrong flashing procedure might cause your phone to be totally useless, could end up to be an expensive paper weight..

T mobile touch pro 2 doesn't power on.

Take the battery completely out of it and let it sit for about 5 minutes. Then install the battery and see if it will turn on normally.
