Mcdevito75 here, That may depend on the watch and the maker of your watch, as sometimes a new crystal is only available thru the watch manufacturer, if so, the watch manufacturer may want to install the new crystal themselves. If your crystal is made by an after market company then yes you could get a new crystal sent to you. Look for a small watch repair shop in your area to find out for sure.

Time/labor and availability and cost of the crystal are what will affect the final price, but skilled watchmakers can have it done in barely more than a few minutes.

you can get the crystal off, but not back on. There is a special tool that is used to compress the crystal to make it fit in the bezel. Besides, if a piece chipped off, it is no longer waterproof. Take it to a jeweler and he can put a new crystal on in no time. Crystals are not expensive.

If your watch is not in warranty you may have to pay for the repair. Send your watch to fossil at the address listed on their website and follow their guidelines by including a description of the problem and other necessary information.

For a solution that may be faster, you could try taking the watch to a local jeweler to see they can repair it. This is unlikely though, because the may not have the crystal to repair it.That is worth a try though. At the very worst, you will have to send the watch to fossil for a repair.

If the crystal of your watch is made of plastic, it may be possible to buff (or pay a jeweler to buff) it. Buffing a crystal is very inexpensive--sometimes free--and may eliminate the scratch, or, at the very least, greatly reduce its prominence. However, glass crystals cannot be polished in this way; the only way to fix chips or scratches is to replace the crystal, which can run anywhere from $15-50+, depending on the type of crystal and amount of work required to replace it and test for proper water resistance. Replacing the mineral glass crystals on some diving watches can be very expensive.
Markers on a watch dial are ordinarily stuck on with little pins and/or a dab of adhesive. If the detached marker is still in the watch, this is ordinarily a fairly simple repair. The watch would be opened and the movement removed. Next, the jeweler would carefully place the marker back into position, probably adding a tiny drop of glue to keep it in place. A job like this can cost as little as $25, if it requires no replacement parts and you take your watch to a place that does a lot of watch repairs, as opposed to a general jewelry store that has to outsource the repair to a wholesale workshop.

If your jeweler cannot perform this service (which may cost as little as $10 for common crystals), ask if the jeweler knows of a jeweler's specialty business that can custom-fit crystals. These small shops custom-grind crystals from blank stock and hand-fit them to your watch. Such companies used to be relatively common; today, most conduct operations via mail-order or exist in large cities like New York where there is enough local wholesale and walk-in business.
Department stores and chain jewelry stores rarely have the on-sight resources to service a broad selection of watch crystals. Seek out an independent jeweler or one that has a "we repair watches" sign displayed.

Most crystals can be replaced by any local watchmaker who cuts their own crystals. You can look up a local watchmaker to see if they can do it. If its a specialty type crystal, it can be sent to Coserv, the repair center for Seiko/Pulsar.

I suggest finding a watch specialty store.  Many jewelers can also change the crystal for you if they have a watch specialist on site.  If the crystal is round most stores can do it on site.  If it is not round, it usually has to be shaped and must be sent out.  Retailers such as Precision Time can change a round crystal, on site, for less than $40.  Go to precisiontimeco.com for locations.  If it is not round, they can also send it to their service center for a new crystal.
