Mild soap and very little water on a clean rag for the band. Scratches? on the crystal it means new crystal. On the case there may not be a solution depending on whether it is plated or solid metal(Stainless, gold, etc). If sold then it could be buffed. Doesn't sound as if it is a very practical watch.

Not enough information. Mechanical or Quartz for starters. Runs fast probably means it needs cleaning and service. Probably not a watch worth doing that with. They use cheap movements that can easily replaced but jewelers are too lazy or expensive to take a cheap watch to. These use cheapo movements.
