Some routers blink to show there is ACTIVITY on the ethernet and internet ports, For example you broadband modem is connected to a port on hte back of your router this has a light it would blink on some routers to show activity, and likewise with the ethernet side.
If you have internet access and have zero issues this is NORMAL.

I mean like, the internet connection is working fine on two user accounts on my computer, but on the main user account that I use, its not connected to the internet and usually, the Ethernet and Internet lights dont usually blink this much

It is possible that there is some background activity using the internet resources. Windows Update is one such program. Other software like Adobe may also be using the connection for downloading large updates.
The blink speed indicates how fast the connection is working. Like say it will blink faster when 100KBps is used than when 10KBps is used.
