You need to find out if the power supply is putting out 24vdc for the backlight inverter board, it can be that the inverter board has short circuits which will cause the 24vdc to go into shutdown to protect itself, you can disconnect the power cables to the inverter board to see if you will get the 24vdc back.
I completely took apart the tv to look for Bad caps but noting that i can see, how would i test to see if it is pushing out 24vdc? and yeah it has been unpluged from wall for over a month now and still same thing, turns it on, HDMI title comes on top right corner then goes off. Im so lost and dont wanna order parts if i dont know what he could be, and no tv repair shop here wont fix it because we live in canada and this tv is made in United states so they have no repair manuals ughh please help me
You will have to look at the power supply module to see if it has any printing on the board that shows the voltage output labelling.

You may have to disconnect the power connector that supply the power to the inverter board to see if the 24vdc will come back on, the short can be in the inverter board itself. Pictures of the boards will help since service manual is hard to come by.
