When your phone connects to the Internet, a DHCP (Dynamic Host Configuration Protocol) server on the Internet supplies an IP-address for your phone, and it also supplies the IP-address of a DNS (Domain Name Service) server.
Connect to the DNS-server to translate a name, e.g., 'www.ibm.com' to an IP-address.
So, if your Internet connection is not working, your phone cannot "talk" to the DNS-server, and your phone reports "unavailable".
So, check your Internet settings, to confirm that you have a connection.
