Hi Lisa,
According to the HP manual, this error code is consistent with a communication error. in other words, the machine tried to send your fax, but could not get anywhere.
I would:
1. Turn off the printer, then turn it back on. send a test fax to another number, see if it works.
2. check where your phone line connects to the printer, and make sure the phone line is plugged in to the correct phone jack on the device. If it is, take it out, and put it back in. Test sending a fax again.
3. If this doesn't work, test your fax line. hook it up to a phone- see if you can hear a dial tone from it. If so, the line is active. If not, you may need to troubleshoot for a phone line problem, which your telephone provider can assist you with.
4. If the phone line is alright, but the printer still doesn't work- something could be internally wrong with the printer. Call HP for further support, and they will be able to assist you by getting it repaired.

ECM error message

Noise in the phone line, or low signal strength during fax transmission can result in fax failures. Noise or poor signal strength can cause a partial or complete loss of fax information during transmission. When Error Correction Mode (ECM) is on, the receiving fax machine checks the fax information for errors during reception. If the receiving fax machine detects an error, the receiving fax requests that the sending fax resend the information. Resending all or part of the information can make transmission times longer, but helps improve the quality of the received fax.
If the phone line quality or signal strength is extremely poor, sending a fax can fail. Turning off ECM can improve the ability of the product to send a fax successfully when the phone line quality is poor. However, the image quality of the received fax might be poor.
If ECM must be off to send faxes successfully, have the telephone service provider check the phone line quality. For an HP Fax, turning off ECM from the control panel does not necessarily mean that fax transmission will not use ECM. Fax products use ECM as follows.
  • All faxes sent in color use ECM.
  • All faxes sent at the highest transmission speed use ECM.
  • The ECM setting affects only sent faxes, not received faxes.
Enabling or disabling Error correction mode (ECM)
  1. On the product control panel, press the Menu button (c01743394.gif ).
  2. Use the arrow buttons (c01073166.jpg ) to select Basic Fax , and then press the OK button (c01335940.jpg ).
  3. Use the arrow buttons (c01073166.jpg ) to select ECM Mode , and then press the OK button (c01335940.jpg ).
  4. Use the arrow buttons (c01073166.jpg ) to select On or Off , and then press the OK button (c01335940.jpg ) to confirm the setting.
  5. Press the Back button (c01496476.gif ) twice to return to the main screen.

Error code 388

Error Code: 386, 387, 388, 389, 390, 391, 392, 393, 394, 395 Definition

There is too much noise on the line for a valid connection between two fax machines to complete. The noise problem might go away over time.

Solution

Retry the fax reception at a different time when telephone line conditions have improved. Call the telephone provider if line conditions fail to improve.

How would i get the fax report

from the user manual:

The default fax confirmation setting is Every Error. This means that your
HP Officejet prints a report only if there is a problem with sending or receiving a fax. A confirmation message indicating whether an item was successfully sent appears briefly on the front panel display after each transaction. To have a confirmation printed for every fax, follow these instructions.

1 Press Setup.
2 Press 1, then press 1.
This selects Print Report and then selects Automatic Reports Setup.

3 Press direction right button until Every Fax appears in the second line of the display, and then press OK.

The HP Officejet will print a confirmation report every time you send a fax informing you whether the fax was sent successfully or not.

Enjoy

Does my printer give a confirmation after faxing is completed?

Normally if i fax is sent, it will just give a message as Fax sent or it wont give any error.
But if you want to get a confirmation whether the fax is sent or not, you can print a fax confirmation page on ever fax sent or received or both.

Press the SETUP button ( menu )
Scroll till you find Print Report - Press OK
Scroll till you find Automatic Reports Setup - Press OK
Choose Send Only - Press ok

You can set your machine to print a confirmation report automatically each time sending a fax is completed. If you get the error message write it down it should always supply an error message if the fax did not go through.
