Then record your voice and then play it back.If this is OK then the microphone need to be configured in Skype. To configure the microphone - Open Skype - Tools - Options -Audio Settings for the Microphone THEN click on Save.

Check if the correct recoding device is selected on sound properties, and verify if mic is mute.Test mic using the sound recording program.
Try to uninstall and reinstall the sound driver. Perform diagnostic on the audio using the drivers and utility disc. if mic is not working on the diagnostic tool then need to replace the sound card.
maybe you have a piece of your head phone jack stuck in the port, does the sound still come through the headphones if you re insert them? or have you tried control panel sounds to see if your default speakers have changed ?
Sounds like the sound card on your laptop may be bad. Your laptop may have an integrated sound card on the motherboad or a seperate sound card. As part of the motherboard you have to get a new motherboard. First check your drivers and go through the trouble shooting section.
