ok first i would need the service you use e.g orange, o2, vodafone. o2 - http://www.o2.co.uk/puk/landing the rest i would probably advice you to phone up the company of go into the shop and ask to get your puk code
If the LED doesnt turn
to orange after a few minutes on the charger the issue is hardware
related. It can be the battery or the device itself. You can determine
which it is by trying another battery.
When you say 'it's not working', do you mean you can't make calls for whatever reason? You might have to get your phone Unlocked at the same dealer who's locked it in the first place. So say for instance, if the Phone is locked by 3, then you'll have to go to a 3 retailer to see what the next steps are. Same goes with Optus or Telstra or Orange or whichever provider is based on the phone
What I mean by 'based of the phone', is that say my LG Secret for instance, is Optus based, as it has inside controls and web links and other things, connected with the phone provider, Optus.

There is no way you can have the phone unlocked for free unless you get it unlocked for a present. I also had the same problem but I recently bought an "X-SIM", and it wonks like a dream.
