This model AL2017 20" Acer monitor is known for having a bad power inverter board. The capacitors go bad, which causes the backlight to completely stop working or flicker intermittently. If you feel like you are electronically and mechanically inclined the board is easily replaced. Search ebay for AL2017Power Board -- its about 15 bucks plus shipping. If you are super inclined to do so, you can replace the bad capacitors on the board yourself. Look for the capacitors with the bulging tops. I replaced the 220uf and 1000uf caps on the right side of the board. My monitor now works great and it only took an hour or so and 2 dollars worth of capacitors.
Sorry I mispoke on the part number for the inverter/monitor. You should be able to find your part number through a search on google, acer is known for bad inverter boards so it should not be hard to find one. You can still take it apart and check the capacitors, however.

I Have a ACER X223WBD the lamps kept shutting down. The power light would stay blue but the the backlight would turn off. I replace the cfl power supply and the same thing. I CHANGE THE CFL BULBS AND THIS FIX THE PROBLEM. The bulbs are causing some sort of short causing the protection circuit to shut down the backlights.

There is an "inverter" component inside the LCD monitor,
that creates all the "brightness" of the image.
That part is failing, and is becoming intermittent.
It's about a $20 part to replace, plus $50 for a qualified TV/computer technician to open the monitor, replace the part, and reassemble the monitor.
This trouble maybe power supply or inverter boards is defective.
first you can test the voltage of the multr, and then check which part is defective. From Wisiny.com can find those parts

Plug in an external monitor and see if it works ok
if so change you screen, if not, you need a new graphics card
in a laptop that usually incorporates the entire mother board, but they are relatively inexpensive
