I am running a Dell PowerEdge 1800 and have been for a few years. All of a sudden, the server is now making a high-pitched buzz and doesn't go away. I have restarted the server, but it eventually comes back. I have also unplugged and turned off the battery backup as that was thought to be the initial source.

It is the alarm for your CERC SATA 1.5/6 RAID controller. Install OpenManage Server Administrator (Managed Node, from Dell's Support Site) to see which drive has failed. Test the drive using Online Diagnostics. If you cannot test the drive or if the drive fails, then replace it with a drive at least as large (can be larger) as the failed one. If it passes diagnostics, then simply rebuild the drive or assign the drive as a hot spare to start the rebuild.

You can also boot to CTRL-A during POST to the Configuration Utility for the CERC, but ideally you would use OpenManage.

1 if some hardware problem is there. so check any yellow/organge colour led is glowing in the server which indicates hardware failure.if it under AMC then get it checked with vendor.

If the server is running Windows, you can usually enter safe mode by repeatedly pressing F8 after you press the power switch.
You can also get into the dell utility, which lets you run memory and system tests. To access this, follow the on screen directions during boot up.

yes you can do that but you need the drivers for the scsi interface. when you install windows xp (for example) i think you may have to press the f6 key on the installation to add these drivers.

Otherwise, installation wont take place.

dells power supplies must come from dell. I would call dell and give then the service tag number of your server and they will be able to tell you about how much a power supply is.

High pitched noise red light blinking

A high pitch noise comes normally from blown capacitors from the motherboard or the power supply. But mostly high pitch noise comes from power supplies.

You could have to open up the power supply to see them.

Verify if it is the case and replace the faulty part.
