Just looked at mine because I thought there also might be an interlock switch where the latch arms snap shut. There isn't one, at least on this one. Yours might be a newer edition, so make sure the latch arms are fully seated and snapped closed. You can also call Omega at 1 800 633 3401 and run it by them. The reset switch should be in the pushed in position, it will pop out if it's tripped.
The part has a lifetime warranty. Just call the customer care line at 1-973-287-5150 and give them your model number. You have to pay shipping though. shipping cost was about $26
First thing you need to do is take it apart, which can be done pretty simply until you get to the actual blade and strainer. You will need to use the crescent tool, the one with two pins. Insert it in the blade, and turn it counterclockwise while holding the filter so it doesnt turn. All the parts should come apart easily.
i find the best way to clean these parts is using a small brush, not a sponge or rag.
YOU CAN GET A NEW ONE FOR ABOUT $170. DON'T BELIEVE IT WOULD BE WORTH REPAIRING UNLESS YOU CAN DO IT YOUR- SELF. THERE ARE REPLACEMENT PARTS BUT YOU HAVE TO TAKE THE JUICER APART.
