There are a few things you can try. 1st I would try to see if the the windows key on your keyboard will launch it. If it does launch make sure it is pinned to the bottom as the taskbar can be moved to either side or the top of your screen. If you do launch it but cannot see all of it your display resolution is not set correctly. If this is the case right click anywhere on the desktop and choose properties the tab all the way to the right will let change the screen resolution. If you need additional help please post back.

Please rate this solution if it has helped you.
Thanks, Gary

No start task bar in safe mode

It sounds like explorer.exe is being turned off. When you log in to Safe Mode hit Ctl+Alt+Del to bring the Task Manager and see if explorer.exe is running under Processes. If not, you can go to the Applications tab in Task Manager and click the New Task button and simply type in explorer.exe.
If this does not give you your Start Menu and Task Bar then you need to take your computer back to the repair service and have them fix it properly this time. Otherwise, you'll have to reinstall the operating system.

How to get the task bar to it natural size?

It is possible to make the task bar taller than it is by default, and this is the only way that I know of to change the size of the task bar, so I have to assume that you are asking how to take the task bar back down to the original "tallness." You would put your mouse cursor at the top of the task bar until it turns into a double-headed arrow, and then click down and drag the top edge toward the bottom of the screen until it is the normal height. If the task bar is locked, this cannot be done, so make sure it is unlocked by right-clicking on an empty spot on the task bar and make sure that "lock task bar" is not checked first.

Cant find wireless network list

your task bar is at the bottom of the screen (Usually) it is the one that has the clock on it.
If this is windows XP, sometimes the task bar will hide those icon. and you can see them again by press the arrow that is to the left of the clock and it should be pointing left.
let me know if that helps you or we can go deeper.
