Not sure if you figured this problem out yet? I ended up doing the same thing. I just inserted a small screwdriver into the back to pop the pins of the hub cap out.
jeanis, how old is your stroller?
If not yet a year, you can contact graco nearest your place to help you.
One simple thing to check why your stroller keep pulling to one side is because of the WHEEL.. that is hard to spin. Where side its keep pulling? If in the left side, try to take up the left side of the stroller a little, just the wheel not touching the floor and rotate or spin the wheel one at a time in rear and front. Check that the wheel rotate smoothly. If not then there something wrong with that wheel.
If in the right side, try to do the same.
You can order replacement parts from the Graco website. http://www.gracobaby.com/

i have the graco quattro tour sport, i put it together & noticed the swivel lock was missing! I have to take the wheel back tonight but i had already put it on the pram! after reading 'Adorough's' comment i had good look at the wheel to figure out how to get it off. 1) fold the pram up and stand it so the front wheels are up. 2) if you look round the back of the front wheel you should see a round 'pin' which is set back, you well need a pen or something pointy to press the pin in & pull the wheel! That worked for me.
