This schematic should be close enough to troubleshoot most of these. Mine had rapidly flashing light indicating bad pack. I know the pack is good as it works on 3 other chargers. Mine ended up being R11. It is a surface mounted resistor on the bottom. Should have been 511 ohms , but was reading .480 megohm. Replaced it and works great.

I took a DW9116 apart today and the electrical components look like just generic electrical parts. You should be able to find them at your nearest electrical supply house, Radio Shack, etc.
But yes, DeWalt of course wants you to buy a new one...why wouldn't they?
In our shop at dewalt we dont repair the unit even the fuse are blown no part available on it. no diagram etc. better to buy new charger.
I looked everywhere for D26. Maybe you mean R26? That value is...

I believe the circuit configuration is 'ADP-53RP' if that is any help.
