Short on refrigerant... or a failed compressor. are most likely or a system problem, causing it to trip off.

There may also be a failed electrical component, you need to check for voltage at the compressor.

is the compressor in the unit hot to the touch,or are the coils freezing and thawing when it runs<if so you probably need to add some R-134a refrigerant,these type of units are notorious for losing all or part of their refrigerant charge,but unless you have the equipment to remove old refrigerant and vacuum the system down and recharge it it can get costly

If when you turn your dehumidifier on the compressor runs then you should get moisture. Dehumidifiers work on the same principal as refrigeration. There is a bad control switch or the compressor start relay or capacitor is defective. If compressor runs and there is no effect then that is another problem. The filter should come out the front where the air goes in front and the filter should be washed by hand in warm degrease detergent water, dry and replace.
