Hi,
No sure to be honest.i did find a third party. which might help you find the cheapest solution but not to be sure.Have you tried your network provider for free code?

Contact service provider for unlock code and if u have the unlock code follow the below procedure


1.menu-->manage connections-->turn all connections OFF.-->
2.select menu--->options-->advanced options-->sim-->press MEPD and MEP2--> enter the unlock code -->press enter
3.Do hard Reboot (Take out and battery and reinsert sim and again insert battery.restart the handset)

You can reset your blackberry phones then try to access that option again, if still have same result, Unlock your blackberry network using blackberry pearl 8130 unlock code. It should be unlock your network and you can try to access that option again. If your unlocked blacberry network still have same problem, go to final option to reflash your phone.

How do I manually activate my blackberry pearl 8130?
The easiest way to program a Blackberry pearl:

-Press menu key
-Click OPTIONS
-Select Mobile Network
-Click on "START PROVISIONING"

It should give you a message saying: PROVISIONING COMPLETED SUCCESFULY.

You wont need a MSL code if you do it this way. :]
