Canon ir 2016 copier on display says ( Download Standby) thanks

It is a Fax machine also and presumably connected to a phone line.

Disconnect the phone and disconnect the printer from the power. Wait 2 minutes, Press the ON button for 10 seconds, THEN plug it back in and power it up. Having said that, this says it is a Boot ROM error and needs flashing with a laptop connected to it.

perhaps just a cable to connect them is loose-fitting.

you have to download system software, it can done by canon authorized enginner.
