Telnet and ICMP can be disabled on specific interfaces by use of Access list commands. You will have to check the router configuration to see if any access list statements exist on the interfaces. They are usually applied to the serial interfaces, which is probably the reason why you could not telnet or ping directly to the router. If there are no access list commands then that means telnet was not configured in the first place.
To disable an access list command, you need to type the entire command with the word 'no' in front of it.
It is not recommended that you disable these features, as it will open your network up to possible attacks. If a hacker were able to telnet to your router and guess the password to login, you could be in for a whole host of problems that you are probably not ready for. Be sure that if you do enable telnet, that you use a very strong password for telnet access.
Telnet is an application layer protocol. If you can telnet to the other router, then you do not have any network issues. However, the fact that you can telnet but not ping suggests that icmp messages have been blocked in the configuration of one or both routers. This is a security feature, because attacks can be launched via icmp messages.
First thing you need to do is back up the ios which is located in flash memory. You should back up the ios for each router you manage, and name them distinctly so that you know which ios is for which router. You should back up your ios to an external source, such as a server, desktop, or external storage device. You should do this immediately, before a crash should occur.
If you are using cisco routers, log into the router, then type
'copy flash tftp'
you will then be instructed to provide the ip address of the tftp server, along with other information related to the file.
Another thing, if both routers are the same make and model, one ios version can most likely be used for both.
