How do I test the power suppy board,main board, etc for replacement?

I have a digital multimeter to check outputs. Is there a most likely component or circuit breaker that goes first?

Bud helped me determine that my Power Supply was not working even after the main fuse was replaced.
IMPORTANT: I found some power supply boards available for Sharp model number LC19SB25U but not for my Sharp LC19SB14U. Visually PS looked the same,so took a chance by ordering one and found it to be an exact match except for the style of the main fuse!
Mission accomplished - Tv restored - and is now connected to a surge suppressor - lesson learned!

A lightning strike can be up to 125,000 volts and that will damage every single component inside a television, especially the Integrated Circuits. The fact you are getting some life out of it is encouraging, but bundle it up and take it to a local television technician. They have all the test equipment and the knowledge that you don't have. Also, your new board may be faulty. They are not guaranteed and can't be returned unless you are a registered technician. Normally, you would just claim on your home insurance and have it repaired or replaced.
To test the back lights, you need to disconnect the cable between the main power supply & the main board, apply the AC power to the power supply, if the back lights are not light up, or blinks, the back light are defective.

I would suggest to test all the voltages in the power supply, If all the voltages test OK then It's more likely that the main board is causing the LED not to be responsive.
Fault to the main power supply regulator section. Either it will be on a separate board, or on the part of its main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
if you had a surge, it could have damaged more than just the power supply. When you plug in the unit, does the power indicator light up??? your main board could also have damage. The main board sends a signal to wake up the power supply thus turning on the TV. If you have to replace the main board as well, it probably won' t be economical to repair the set.

It can be as simple as a blown fuse in the main power supply module, if you get not indicator light at all, then it will be the power supply has gone out, if you do get some indicator light, the 5v standby power supply is still functioning but not the main section of the power supply module. The filter capacitors look good, no bulging tops?
Any indicator light on at all, if you see the light, then only the 5v standby power supply is working but not the main section of the power supply, it can also be the main control board hat is not sending signal to turn on the main power supply section.
