I am having a problem with gta iv on my mother's computer wich is a windows 7 built by emachines. I need a processor just like the following: AMD Athlon X2 64 2.4Ghz. The problem with gta 4 is that it's only doing 9 or less frames per second. Can you help me with this dilemma???

When Processors (CPU) are made, they are made on a Pass/Fail scale. Processor is either Good, or not good.
This means you may get a Processor that is on the Top of the scale, or Bottom of the scale. The AMD factory doesn't discriminate.
In fact they don't care. (This goes for all Processor manufacturers, not just AMD) All they care about is does the Processor work, or not?
Therefore, you may have a Processor that is on the Bottom of the scale, but passed as Good.
Point? Stating a setting that might be good for joeblow's AMD Athlon 2650e, may not work for yours.
Might work for yours, and not joeblow's.
This is why you need to go into BIOS Setup, and using a SMALL increment, overclock the Processor. Run the computer for 24 hours, and see if everything is chiily. (Computer still works OK) This is a "Burn-In test"
Works OK for 24 hours? Then go back into BIOS Setup, and go up one more small increment. Do the Burn-In test.
Keep going until the computer has glitches, or doesn't work. Then go back into BIOS Setup, and come down one small increment, or go back to where the computer WAS working OK.
It's an individual thing. Each Processor (CPU) is different from the others.

first of all, you didn't mention what GTA you are playing,. but if my guess is right I think that's the GTA IV or something similar to that one,. well you see those graphics of this game is so intense especially the effect and its wide range of map,. I recomend you to upgrade your machine your processor use an AMD with fusion technologyor better and if your fun of intel use also there latest like i3 or i7,. second is your RAM if your running XP 2048 g is the minimum of the game requirement, but then if you are using win 7 or Vista, you should add up more, up to at list 3060 g of RAM or higher,.... last is your VGA or graphics card, you should also consider its size and performance install a 1024 g size of VGA,. will I guess that's it,

Running GTA 4 on windows 7 should not be a problem. You just have to run the installer using compatibility mode. Right click on the "setup.exe" then choose Properties. Go to Compatibility tab and tick "run this program in compatibility mode for", choose windows xp sp 3. That should allow you to install GTA 4 on windows 7. Bear in mind that you have to install GfW Live and the C++ 2005 files seperately which can be found in the disk as well. More importantly, make sure that your computer meets the system requirements for the game.

After installing the game and you're not able to run it, Try running the main executable file of the game in compatibility mode as well.
