Igniters click to start the wrong burners and then continue
clicking the wrong one until you turn it on and it lights. Sometime you have to
turn the flame low to get it to quit clicking.
When you turn any burner control to lite all ignitors should click this is normal industry wide. the ignitors are controlled by switches that are placed over the valve shafts they are wired up together so thats why they all click when you only operate one valve don't worry about it. the ignitor stays on untill you back the valve off a tad this is also normal.
