I have power to the base unit but the switch on top is not lit up. There's an amber light on the front right & a flashing red light on the front left & the headset light flashes blue on the stand.

The Plantronics 500A is the base for the 510S system, the headset may
need to be re-paired to the base unit to make sure that it has a strong
link or connection. Here are the links below for the pairing

It sounds like you have a communication problem between headset and
base. This link of the user guide can walk you through some things you
can do to make it better, especially page 5 (powering headset on / off,
compatibility) and page 6 (pairing).
1. On the base, press and hold both speak volume fine adjust buttons
until the blue talk/on line indicator light and red power indicator
light (on the front of unit) start to flash.
2. On the headset, press and hold the listen volume adjust + button and
call control button until the status indicator flashes red and blue. 3.
Pairing is complete when the talk/on line indicator on base illuminates
solidly, and the status indicator light on headset flashes blue.
Important: Make sure your headset is not connected to any other Bluetooth devicewhen attempting to pair.

Unplug the AC power from the Plantronics 500A base, leave it unplugged
at least overnight if possible, no lights should be illuminated on the
base. Then plug the power back in, charge the headset, and try
re-pairing

I was searching for this today and happened to find the above on the plantronics website. It definitely frustrated me till I found out about how to put the base in pairing mode.
Make sure that the Plantronics Voyager 510S / 500A headset is powered on
(remember that it has an individual power button on the actual
headset), and that it is paired up to the 500A base unit. Below is a
