I bought a cafe parma (delonghi) on e-bay and was disappointed that it was so mineral-encrusted when it came. I was afraid to even plug it up -- much less run any water through it.
I mixed up hot water and vinegar and poured it inside. Lots of solid flakes emptied out the top a couple of times. Then I mixed up a final solution of water and vinegar and ran it through the machine.
I had been running a motorized Hamilton Beach model for about two months. And it had quit siphoning water. I couldn't find the Black and Decker or Mr. Coffee models similar to the one I had been running for years. They looked the same as the Cafe Parma model.
Now my Cafe Parma is making great expresso!!! I'm getting ready to take the Hamilton Beach apart. It will probably end up in the trash. It was 40 bucks on clearance at Wal Mart.
Go to www.delonghi.com and check to see if there is a manual for your machine. You can download the .PDF file and read it on your computer OR print it out and read it at your leisure.

Found it! Go to Delonghi.com and follow selections to the Caffe Parma. Manual is in PDF format. 25 pages long but English version is only a few of the total.
I have exactly the same with my machine - only solution i found is to microwave the milk halfway first - bit of a pain but especially milk from the fridge takes a fair bit to heat up.
Increasing the amount of water you put in can increase the amount of steam, but also of course messes with the coffee too.
start trying to steam from the moment the coffee starts running through.
