I don't think it's possible, at least the file is needed to install and without the cd, it'll never be able to locate if you haven't saved the xp setup files on your system. If in case you've saved the Setup files, you can do that. Alternatively you can copy the file from cd and install it to your pc using the "Regional and Languages options".

100% working without CD
You can do it by directing the windows to the folder c:\windwos\system32\dllcache and after that it asks for some special type of files like help files which can be igmored, and font files and you can either download them one by one or you can search for a compressed file that contain all of the font files.

That link doesn't have any information related to Language files, could you please clarify so that we can learn it?
I could only find "fonts"(.ttf or .tt etc..) not "language" (.LNG or .lng).

It's in brief and not detailed and without pictures, sorry for that cause I did it remotely for my work pc at night. The link is my blog and I added this post on it to clarify this for others. I'm checking my work pc and works perfectly with the right to left support.
There are no language files but only some dll, hlp and ttf files those required for the installation. The dll and ttf are only important and hlp are only help files. The dll files are already in the system in the folder I mentioned. The ttf files are only missing and can be either downloads one by another while windows install ask for them, or you can download the file I inside the attached link I included, called "windows xp fonts". The "indows xp fonts" is inside the link I attached and it's a compressed file that contains all the required fonts for right to left keyboard language support.

Do you mean to install Arabic language Font or change the complete PC language to Arabic ?
If you want to completely change the PC language to Arabic, Open Control panel - Regional and Languages - Choose Arabic language and click ok.
you can also restart your pc.
