If you are low on refrigerant, the gas will flash on the top part of the evaporator and not throughout the unit. So the top part will be nice and cold and the bottom part will be no where near the top temps. Check for a leak, fix it and then refill unit to specs taking care that the exact amount of refrigerant called for is used.
Cold air sinks. If evaporator temp is not low enough only the items on bottom of freezer will get cold and possibly freeze - stuff on top will not.
Throw a digital thermometer in there towards the top shelves and I bet your temps are high. Low refrigerant will cause this; furthermore, if you leave the refrigerator door open by accident, the refrigerator will never shut off, the freezer evaporator will freeze over with a block of ice, and the freezer temps will be higher. If that is what happened, simply unplug the unit and allow it to self defrost and then turn it back on for proper operation and make sure that the refrigerator door is properly closed!
There is a fan behind the back wall of the freezer about 1/2 way up from the bottom, you should be able to hear this running when the freezer is on. If you do not hear this then you need a new evaporator fan motor.
If you hear the fan run then you most likely have a problem with the automatic defrost cycle that would most likely be the heat element that is located just below the coils inside the freezer behind the panel.
If it has a fan in the freezer it need to be running to circulate the cold air.
If the coils are not icing up evenly from top to bottom you have a system low on freon.
The light frosting is normal.
A model number would really help to troubleshoot the problem.

If the bottom of the freezer is freezing (but only just), but the top is just above freezing, then your problem may be either your defrost timer or the defrost heating element. You'll need a thermometer to determine how cold (or not cold) your freezer is getting. Usually a freezer is happiest when it's full, so being too full is likely NOT the problem (there is room for air to circulate, right?).
If
you're handy, you can troubleshoot the problem yourself by following the
suggestions found here, as that may at least identify the problem. Replacing components inside your refrigerator isn't incredibly complicated, but if you're uncomfortable with taking things apart, you may be better off seeking the help of a properly trained professional.
If your freezer is six years old the compressor warranty is also over. Sounds as though the system has lost its refrigerant charge. A refrigerant leak in these smaller units is difficult to locate and somewhat expensive to repair. Your choice.
someone suggested to me the other day to put weter foods closer to the top the ones with dripin water and more solids down at bottom they said this changes the climate inside to be more economical
im just passing this info cause ive never had or been in contact with a upright freezer
