Your bucket full switch may be defective. If you are capable, bypass it since you are draining to another place other than the bucket.

If you do not live near a service center they may ship you a replacement and you send your old dehumidifier back to them. Boys and girls, I hate to tell you this -- but those units are DEAD. I had the same problems as being discussed here (not turning on, electronic chirp, bucket full signals), but with one other important feature -- the unit became so hot that I couldn't touch the top. At first it sounded and smelled like the fan was jammed, and later it sounded like the compressor wasn't working.
Anyway, after two weeks of dealing with LG (1-800-243-0000, and be prepared to call back several times as they have a phone problem), they have finally decided to refund me the money on my unit. Give them a call and speak to them. Also, as my unit was intermittently working, I would recommend that you unplug your malfunctioning unit if you are having these problems. A dead dehumidifier is one thing, a house fire is quite another thing.

Same problem with Goldstar model DH404EY7 -- stop code 01 on startup, bucket full light blinks (drains to floor).
Replaced the main controller board to fix it.
For my model dehumidifer the part # is 6871A20888A, and cost $77.44 (not counting shipping) from Appliance Factory Parts. The Appliance Factory Parts web site also provides parts breakdown (exploded parts diagram) diagrams and service manuals in PDF form.
