SOURCE: set up router/modem as instructed

Problem can't be solved as described, a fixer would need more details.

What kind of modem/router is it?
What instructions are you working from so far (you say, "as instructed" so I take it you're looking at a Quick Start Guide of some sort?)
How are you connected to it?
What http address are you going to (E.g. some routers use 192.168.1.1, others 192.168.1.254 or various alternatives)
What happens when you enter that address on a browser?
Have you set your computer's address to a nearby address so it can talk to the route?

If I had one guess with not enough information, I'd say you need to set your PC to an address one different from the target you're going to.

To access a router on which you forgotten everything, do the following...
1. apply power to the router and connect an ethernet cable from PC to one of the router's LAN ports
2. press the router's reset button (usually located beside its power supply jack) for at least 5 seconds
3. (pressing reset for 5 seconds resets the router to its factory defaults)
4. with factory defaults, you can now use the Setup Wizard on the router's Setup CD-ROM
5. if no Setup CD or to configure advanced settings see router manual about web-based utility
6. open Internet Explorer and enter the router's default IP address (see router manual for address)
7. IE presents a login window for entry of router userid and password (see manual for defaults)
8. once into the router's Basic Setup screen, follow the steps in the router's manual to do the setup.
9. if your ISP requires a registered MAC address, enter it on the clone MAC address screen
10. for better wireless security, change router SSID from its default and enable WEP or WPA

I cant find my security string

Ok here is your solution.
  1. let me know your Windows operating system
  2. check your Security type setting in your router
  3. channel and SSID sharing
  4. disable Firewall in router
Check your windows firewall and some anti virus who cant also block your signal.Go to setup page Belkin using 192.168.2.1

If you cant open it just reset router,go in the back of your router and locate the reset ping.
if you still cant do it just check your physical connection and go to command prompt using RUN and type CMD after ping router 192.168.2.1 and you will get a four answer and zero lose.
if you still cant do it ask me for a remote setup in your pc .

If you are able to open Belkin setup page using 192.168.2.1
Check all configurations and be sure you can setup it to wep64 bit security mode and your problem will be solved.

Cant setup or connect to internet through router

Different ISPs require different configurations. If you have a Linksys router, such as the WRT54G, there are 2 ways on how you can configure it, either by running the Setup CD or by doing manual configuration. This particular router has its own web utility and you can access it by typing its IP addres on your web browser, ex. http://192.168.1.1. By default, it doesn’t have any username and its password is admin.

Once you’re inside the setup page, you can configure now the router for DHCP, PPPoE or STATIC IP settings. For DSL customers using a PPPoE account, some modem needs to be configured into BRIDGE MODE first and then the router will be set to PPPoE with the correct username and password (given by ISP). If your a DHCP account, modem doesn’t require any configuration. It will work with its default setting and the router would be set to DHCP. Once done, powercycle your devices to establish internet connection.

I have problem setting up my wireless network and redirecting my wireless client to my local webpages before they can access to internet.   see this diagram below :...

you need to replace your modem with a router that is capable of running Network Address Translation. You are trying to route private IP's (192,168.x.x) over the public IP (internet) network.
