Aqualink RS4 reads code ''6700 REV C'' and all the display lights are activated. Pool heater and filter and spa seem to be working fine . Changed battery, but not the problem. This happens one day and not the next.
The display '6700 REV C' is the controller part number and the version of the Micro Controller. The only instances this would be displayed would be when:

If either of the communication wires are broken ("open circuit"), but the power supply wires are connected,
the display screen will indicate a break in communication by displaying the controller part number and the
version letter of the Micro Controller (e.g., 6543 REV B01 or 6700 REV C).
Pressing the Reset button, located on the left side of the Indoor Controller, will momentarily display the
software part numbers and revision letters for both the Controller's Micro-controller chip and the Power
Center's PPD chip. The Reset button also resets the Micro-controller, but does not remove any programming,
AUX labels, etc. (see chart on Page 16 for list of Part Numbers).
Time/Date Backup: Supplied by 9-volt battery located at Power Center
Programming and Memory Backup: Stored in EEPROM on Power Center PCB, stored indefinitely,
even with no power to unit.

the error code means that there is something wrong. I wouldn't know precisely what's wrong, but there is something not right with the Aqualink RS4, that's why its displaying the code. The code is an error code. Its not a battery problem.
I will advice that you reset the Aqualink RS4 and observe is the error will display.

It is a wiring problem
The "6700 REV C" error code is an indication of a water
temperature sensor error. There is a chance that there is a loose wire
connection on the water temperature
WHOEVER, sensor reading is out of range (below 23 degrees F or above 217 degrees F)
what you need to do to fix up the problem is to unscrew (OPEN ) it and then clean up all form of water on the wire and change any wire that have gone bad after all this the problem is solve

That was the dumbest answer ever! Of course it's an error code. I already said it wasn't the battery. Pretty obvious that there is something wrong. If this is "expert" advice, then I am disappointed in this site.
