Does the server power on?
When i purchased my first DL380 i had a simular issue, as it turns out the datacenter i had purchased the server from, had installed a ILO replica type card. if you have the same card installed (it will have a ethernet port, power port, and video port) , this can be causing the issue, also, the card will be located in the PCI-X Slot.

if you mean that just shows a bue screen and no task bar or desktop
..this is probably from a virus attack that cause it ..Try to press
ctrl+alt+del this should show the task manager and in the task manager
run a new tas ...and lunch the windows explorer again ..
or just run
from task manager the system restore..and try to restore it to an
earlier date that worked..To do that pres those like I said ..and than
in the task manager on screen choose file and new task (run) and type
system restore..and hit enter ..ths should run it ...choose the date
that you know it worked and run it ..If it do not restore you have to
reinstall or ..to use it for the moment find the desktop address and
add it in the start-up for that run MSconfig and press enter ..in the
start menu ..choose normal ..and enter ..and choose restart ..it should
get along well again..
